There were a lot of tourists in the area around ground zero. Several of them were from other countries, but most of them seemed to be from the United States. However, there wasn't much of a place for them to come to, so many of them wandered around the fenced off site (now under heavy construction) snapping pictures where they could find space to do so. This lady was one of them.
